That's definitely a piece of ichthyosaur rostrum! Beautiful specimen too. And with foramina being more prominent on the lower jaw, on the one hand, and the premaxillae showing much greater fusion than the mandibulae/dentaries, on the other, I'd say that, since this is just a single tooth groove, your piece is indeed a lower jaw.
