This also reminds me of shark and ray placoid scales/dermal denticles. Fossil denticles resembling those of today's chondrichthyans date at least as far back as the Ordovician. I haven’t seen this exact form before. If you are able, you might send this picture to one of your researchers at your local museum. If this is indeed the remains of chondrichthyan skin with denticles from the Silurian, it might be of scientific value and worth trying to retrieve the specimen.
