some kind of holdfast I suspect. Look at a geology map and find out what age and formation we are looking at.

The fuzzy matrix on the bottom of the piece, the amorphous nature and color plus the holes lead me to believe this is a piece of trash and not a fossil. Either you have a fossil on a piece of an asbestos like mineral, or it's insulation with caulk.
