Personally, I'm not seeing any red flags as far as restoration.

Looks okay,  if it was restored the tip would have been fixed as well as the proximal end.  Just looks like it might have been split lengthwise and reglued, possible minor crack fill.  The other question you should be asking is about the ID.   Ornithomimus is only known from North America and on this one the seller is indicating it comes from Asia.  I believe this is a Gallimimus claw from Mongolia.
