I think so. 

It's trying to make us think it's a cephalopod, but I'm not buying it. ;)

It's doing a good impression of a cephalopod, but the irregularity of the "chambers" makes we favor the banded chert ID as well.

If chert, it would be a highly eroded water worn clast later incorporated into a different sediment, ie a part of a matrix supported conglomerate. Could be. Do a scratch test with steel nail or put a drop of acid on and see if it fizzes.
