I think this is a baby mosasaur vert most likely clidastes but it could be turtle. The experts can't seem to agree.

Everhart and Nathan Van Vranken thought baby mosasaur possibly clidastes. Anthony Maltese thought turtle.

I have a small varanid vert and it’s a miniature of the megalania verts. If it matches up to any of the full size verts then could that be used to ID?

But it’s unlikely the small one is a baby, rather just some smaller species.

I reference megalania because they very similar in shape to mosasaur.

Whether that means anything though *shrugs*
