Bone River Find Turtle?

Another post regarding a specimen I found posted on a Facebook fossil ID page - which no one in the group can ID. This was found in a river in Iowa. Most of what is found in the area is Pleistocene to modern. My first though was part of a turtle shell attachment point? But I am stuck.

Thank you! Believe it or not, that was the first thing I searched. I was looking for photos of horse wrist bones and could not find a match. Thanks for the information! Who's photo collection did the above image come from? Is it from this site?

I don't think this image is in the TFF Gallery.  The image was intended to support an offer on our favorite auction site.

 

The variety of bones is a collection I put together to sell -- the core of a comparison collection, mostly from the Peace River.  I never did offer it, and now I find the image useful for ID purposes from time to time.  Here are some earlier offerings that are sold -- if they are useful to someone here for identification purposes, I'd consider that responsible recycling.
