Looks like a piece of agate or chert. You may need to provide more images, with a ruler for scale, and say where in Texas (county) this was found. Have a read through some of our pinned topics in the Fossil ID subforum to better set up a request for assistance. :)

I'm going to jump way out on the tip of that proverbial limb and take a guess based on just what I can see from the one picture; so take this with a HUGE grain of salt pending further photos.

I'm going to say that this is a brachiopod, perhaps the Cretaceous brachiopod Kingena wacoensis (Roemer) or perhaps the Pennsylvanian brachiopod Composita sp.
