Pretty confidant this is some kinda septarian-something-or-other. Got it out of a bargain bin, unlabeled. I doubt its a fossil.

I can see why one might see this as septarian, but the area towards the top of the picture's curve doesn't seem consistent, and the outside mineral is still present, so it's looking like breccia to me.

+1 for breccia.

 

Cool looking rock that might do well in a tumbler (looks to have high silica content). Hopefully, this was a bargain in the bargain bin and you didn't overpay if the seller was thinking it was a fossil of some sort.
