Much of the Ottawa area is Ordovician (with fish fossils restricted to Cenozoic nodules around Chaudiere Falls, if I recall correctly). My guess would be cross section of either brachiopod or trilobite fragment. More photos may help.

Sorry, not seeing a fish here.  :( 

This looks like a cross section of a shell, perhaps. 

Views from directly above, well lit and in focus may be necessary.
