Sediment with Rock on top

Below is a piece of sediment that I pulled from my yard here in San Antonio, Tx. I’m just not 100% sure on what type of rock this is sitting on top of the sediment.

The third picture makes me think it's chert, or flint.

I think the rock is the sediment. Notice the form of a stone in its surface. I believe this is where aggregate pulled away from the mineral cementing a conglomerate.
