White substance on rock shows blue

Below is another rock from my yard. 
After I cleaned this rock off and took a picture of it, I noticed the white areas on it appeared blue. 
At first I thought maybe it was the fluoride in the water. I waited a couple of days then put it under a black light and it was the same result. 
The last picture that actually show the white was when no light was directly hitting it. 
 

What would cause this?

Seeing where you live, it is highly likely that this is a piece of limestone with some secondary calcium carbonate forming the white coating (like caliche).  Many minerals fluoresce in ultraviolet light, including caliche-like coatings in some areas.
