Dinosaur claw?

This piece of claw is found at Ganzhou, Jiangxi Province of China.  It’s  Cretaceous. Is it a dinosaur claw?

Not my specialisation, but looks like theropod to me too.

That arcto-metatarsal is the giveaway for theropod.  It looks like you definitely have at least 2 claws remaining, just still partly coated in matrix.

I took an additional look so let me add that the claws are positioned oddly with respect to the metatarsals and digits.   The matrix around them might be disturb (red line) hard to determine with the photos.  

The other oddity which may be nothing since I'm not very familiar with the dino fauna of this deposit, other than it has lots of Oviraptorids, is that the morphology of the two claws are similar which is atypical for feet.  Usually you see Digit II being recurved and the other 3 are more triangular with a flat ventral surface.  Red flag
