Is this a Rostroconchs?

I would say it is a bivalve, not a rostroconch. Here is one from one of my Devonian spots for comparison:

I'll tag @Jeffrey P who is a true whiz on identifying the bivalves and brachs of NY's Devonian.

I agree with Kane. 

Definitely a bivalve: two open valves side by side.

Maybe something similar to Aviculopecten sp. or Pterinopecten sp. ?

Hard to tell from that angle, but definitely a Pteriomorph bivalve, possibly Actinopteria or Pseudoaviculopecten. Nice specimen with both valves intact. I rarely see that in those species.

I agree with Tim. Pterinopecten is another possibility.

Oh wow, Thanks everyone!  A great and new find for me!  Never expected to see two valves side by side.  Although I did find this in the same batch of rocks(photos).  Too bad that the one side is broken off.  Inside the bottom of it is a another Brachiopod.
