Looks like a bee or grasshopper – but what is it?

I'm not positive, but my feeling is that it is a crinoid holdfast.  A structure that serves as a foot/anchorage for the starfish relatives.

Yes. Given the environment of formation, an insect would be unlikely.  I would expect something marine.
