From what I've seen 5% is pretty typical for Russian bugs, not bad I'd say. Like Kane said, you'd preferably want to know exactly where the restoration is. The patches on the cephalon and pygidium are fairly typical, you see some nicer ones here and there but this is pretty normal. And as a big upside both genal spines appear to be complete and original, and having them prepped freestanding like that makes for a nice display (not to mention being very time-consuming for whoever did the work).
