The mold of where an ammonite once was. 

The ammonite has broken off or been eroded away. 

or is the second photo the counterpart?

Nope, those are the same specimen. Nice ammonite mold.

Why is everyone assuming this is an impression of an ammonite as opposed to a gastropod?

 

Can we get some more specific information about where this fossil was collected?  A nearby town for example?  That would help to determine the relevant rock formation and age.

I am assuming it is a ammonite because of the ornamentation.  AND yes location and geology are extremely important for a good idea although i am unsure of the limits imposed by just an impression.
