Hi John, I think what you have there is part of a small whales skull base, roughly the portion that I circled in the picture below.

I do not think it is necessarily  from an Orca, that was just the best comparison I had.

This is a part of a dolphin skull, but it's the frontal bone, including both eye sockets - this is usually completely covered dorsally by other bones (maxilla, premaxilla). The frontals (still not yet fused in this individual) are to the left side of the skull in image B - ignore the red arrow, that's from the original figure and is pointing out the premax-maxilla suture.
