Definitely bone texture and heavily weathered. Little chance of determining the species (or even the bone element) with something this worn. Fossil? Indeed! ID? Not so much. ;)

I agree but I didn’t have any additional info … I found it on the beach and thought it was a bone such as a dugong rib

Looks too round to be dugong which tends to be flatter. Of course, I'm no expert on dugong, just relaying what I've seen on this forum.
