Is there a significant difference in regulations regarding fossil collecting on the shores of Lake Texoma and the Red River, depending on which side you are on?  Texas vs Oklahoma?

This would be a question better asked of the controling authorities for the site, be they local, or state.

Ask the US Corp of Engineers for the district the Lake Texoma is in. What the rules are and what is tolerated might be different. Artifact collecting is highly discouraged and is prosecuted per news stories.

My goal is to leave no stone or fossil unturned.

Or contact a local paleo/geological club in that area or anywhere nearby, or anywhere in either state.

Fossil hunting is easy -- they don't run away when you shoot at them!
