Does this look dromaeosaurid to you? It's from the hell creek, it's 13" long and a about 1.5" wide and deep. Thanks for your time.

No.  It looks very typical of an Anzu wyliei center metatarsal.  

 

Your specimen.  Proximal end almost identical.   Dromaeosaurids tarsals very different
