It looks to me like dried vegetation. Does it move when touched?

Sometimes plant roots will grow into small cracks or crevices in rocks because they tend to retain water and when the plant dies and the rock is exposed to the weather the dead roots fray and resemble hair. If you've ever dug a hole in the ground near bushes or other plants you have probably seen rocks with roots grown into them.

Yes. One part of it does a little.

Actually I have not but I'm not in the habit of digging holes. My grandson handed this rock to me and I found it unusual. Thank you for responding.

Was the rock found in/near water? This looks to me a bit like byssal threads used by mussels to attach to surfaces
