Looks like some sort of chalcedony or agate, but I have no clue on the tubular structures.  :headscratch:

You may wish to tell us where this was found as location is critical to identifying rocks and fossils.

If  Isanti county,  Minnesota is where this specimen was found, then it is likely part of glacial till characteristic of the area.

That would be a little short sighted. Often the question is if the piece is a fossil. Ignoring that which isn't a fossil would leave one at a serious disadvantage there.
