Cetacean for sure! Given the size, probably Dolphin! Which were essentially whales, but close to today's Dolphins.

I think you might have the remains of a Dolphin Lumbar Vertebra.  Here is an excellent thread, that shows you photos of the various Vertebra in the Dolphin backbone.  I think the Lumbar vert is "longer" than "wider" and might be the one you found. https://www.fossilguy.com/sites/calvert/calv_vert.htm#cet-vert
