Eocene Green River Formation Unknown

This is from the Eocene Parachute Creek Member of the Green River Formation in Utah. Any suggestions or anyone know if anything similar has been found?

Thanks to @rfarrar and @piranha for your helpful input. I'll be contacting the state lands people since this was found on their property and my rockhounder's permit specifies I need to notify them regarding vertebrate fossils.

Update- the Utah state paleontologist confirmed it is a tadpole and it has been donated to the Field House Museum in Vernal.
