Is this even a fossil?

I found this rock in spiti, India which is known to have a lot of marine fossils. I picked it up because it kind of looked different. Is this just a normal rock?

Normal for a fractured rock. It looks like the breakage pattern caused by an impact.

I think what you got there is called a hackle fringe.

not a fossil, but interesting geology anyway.
