(Morphology diagram of Pentremites godoni shown below. One of the more common species). Although it’s a little worse for wear, if you look at the second posted picture, it shows a decent view of the ambulacra, radial, and deltoid plates. Pentremites are also known from West Virginia. Given the preservation it will be hard to narrow this one down to a specific species, but knowing provenance might help.
