Theropod, Bird, or something else?

Hello,

 

I'm asking about the following bone end. It's said to be from the "Judith River Formation North of Havre, MT". Seller thinks it might be a bird bone since it's hollow but doesn't look like theropod, what do you think? @Troodon confirmed it's not dinosaur and might be turtle, is there enough to tell? And how would one make that distinction?

Reminds me also of an anuran humerus.  Below are Eocene/Oligocene anuran humeri from Nebraska that are only 3 mm to 3.5 mm.  But based upon size, it is probably a turtle humerus.
