I need help with identification

Unfortunately the only information on the fossil is that it is from North America. I was thinking it is a distal femur or proximal tibia but really have no clue. Is it possible to ID the type of dinosaur with just the end of a long bone? Any input would be greatly appreciated.

sThe previous owner had felt glued to the bottom, I guess to display it standing up. He also sprayed it with some clear coat. I removed the felt and glue, but I am wondering what to do about the clear coat. should I just apply another coat so that it is covered uniformly? Or is it better to remover the layer that is on it? Any suggestions would be greatly appreciated. Thank you.

Thank you for the advice on removing the clear coat. Can anyone narrow down what bone it could be?
