Im thinking it is part of the upper jaw upside down. The black part is some restoration putty where that row of teeth has been eroded away. Let me know what you think, any advice is appreciated. I think you have two distinct pieces. The lower piece looks like the upper jaw. You can see what looks like part of the eye cavity. I think the upper piece maybe part of a lower jaw.
