Goverment Formation Classification

This was news to me. We must keep watch or they will try to put a stop to our hobby again. If they want to classify a formation as 'High' they could probably come up with a way to do it. Notice that this is not supposed to be used to classify individual localities, only formations. I have not read it all yet, so might be wrong on some of my thoughts about it...see what you think.
