Rock. The 'teeth' are probably quartz, have one around here somewhere with those 'teeth' that turned green with algae. I'll keep looking to post a pic.

Yep, It looks like a crystal layer between two layers of limestone. When they pull that out of the crick they will find that the scary, toothy smile goes all the way around the back of the "skull".
