Could be chert given your location.

Looks to be limestone nodule with irregular hardness that wears unevenly.

The circular patterns being harder would wear differently than the surrounding areas.

Is the areas around the circular patterns softer than the rest of the stone?

It seems that the eroded rock is softer. Thanks for the info!
