I found this fossil today at the North Sulphur River Texas (Cretaceous Ozan Formation). Is it part of a sea turtle leg?

Thanks for the pic. but did not help. Looking for more conclusive evidence for plastron but will not rule it out.

If it is turtle, it appears to be a medial fragment of a costal.

or a piece of big fish skull?

I thought that also but the preservation on the bone is very different than the large pieces of Xiphactinus skull that I usually find. Normally the fish skull pieces I find are dark black like my finds below.
