Nature has a way of fooling all of us. I'm sorry but what you have is a very suggestively shaped rock.

Do you have any pictures of fossils that you have found in Iowa or other areas?

My goal is to leave no stone or fossil unturned.

I have one location that has rocks that look exactly like bones and teeth at first glance...or is it bones and teeth that look like rocks? Every object has the same polish to it. Either way, it is always hard to distinguish them apart until you clear off some of the matrix, which really slows down one's sifting!  

I agree your item is a funky looking rock and may have been worthy of a second look. Keep hunting, you may find an actual one some day.

Unfortunately, I don't see a determinable skull, but an interestingly eroded rock. Where was it found ?
