Reminds me of the voids left by weathered out limonite nodules. I'm sure there are other processes that could create the same shapes though.

Could be coral.  Could you supply better pictures of the inside of the divots?

I agree it seems coralitic, mostly the upper one on the first photo, but i looked closely with a magnifying glass and i didn't see septas

I'm with jhw on this one.  It looks like the work of Piddock clams. Our beaches are full of such rocks scarred from them.
