They certainly were lenient with the symbolic 1 euro fine. I guess he had 28 years of service with apparently no other issues and......as far as fines go he doesn't seem to have the means.....

How about deducting it from his future wages, or make him do social service for however many hours of minimum wage it takes to equal the damages? The 1 Euro fine is not gonna serve as a deterrent...

He was likely not making much money.  Yeah, they could have had him work extra hours at the museum over time.  He certainly doesn't appear to be a professional criminal, stealing a bunch of stuff from the same area (and stuff form a rather exotic region) and then not making much per specimen.  It sounds like he was deemed unlikely to be a repeat-offender and was sentenced by someone else cleaned out by a divorce.
