They are usually highly-polished flint, chert, or agate type rock that has been river polished. Some of them are pretty when they are wet. I tend to pick them up because I am rockhound also. You see a lot of that type in stuff in certain rivers where industry is/was present nearby - foundries, manufacturing, smelting, etc. Or even railway lines nearby or running over a bridge.
