An emulsion is basically a suspension. Polyvinyl acetate will absorb around 5% water. The heat helps the disbursement of the PVA and the water to be absorbed. All you're really doing is getting the PVA wet and slathering it on the surface of the fossil. When the water evaporates, it leaves behind a layer of PVA. I use B-15 for my consolidation material but I personally, NEVER use an emulsion. So, in all honesty it's really a theoretical knowledge that I'm espousing.
