That article includes a brief gallery of images, apparently captured by a remote camera in the area, of the persons of special interest to the authorities. Three backpackers are caught on camera --a lone hiker on January 27, 2017, and then two backpackers on January 30, 2017. My interpretation is that they are not yet full-fledged suspects in the crime of stealing fossil tracks from Death Valley National Park.

 

Here's an informative pdf document (with several photographs of fossil tracks) about the world-famous ichnological resources at Copper Canyon, Death Valley National Park, by Torrey Nyborg, Department of Earth and Biological Sciences, Loma Linda University, Loma Linda, CA (note: Only folks who are accompanied by NPS authorities may enter Copper Canyon to examine the Pliocene ichnological wonders, and from what I've been able to gather the National Park Service allows only about a hundred persons into Copper Canyon each year):
