I think it is a piece of fish skull. Maybe the distal  part that attaches to the vertebrae?

Wait for some other replies, though. ;)

Thank you! Found  it a few years ago hunting for shark teeth. Was hoping someone might know on here ?

I also think it is part of a fish skull but I've never seen one shaped like this.

Those two round objects look like bullas to me. That would suggest mammalian. 

 

Anyone else see it?

Maybe it's a hyperostosed fish skull.

Maybe that's the reason why it looks strange.

Definitely looks like a skull.  It doesn't look like any fish skull that I've seen before.  Might be mammal.  I would send pictures or take it to your local museum.

I'm liking this identification. If the bulbous parts are removed it looks like most other bony fish basicranials? found at Myrtle Beach.

Maybe. Hyperostosis can change drastically the shape of a bone.
It looks close to the tilly bones from this older topic:

May I ask........ is this a fossil ? Im sure i should know but im reading that tilly is a bone as is part of the fish skull. So now im wondering if its fossil or bone ?

From the appearance of it I would say yes it is a fossil, but it is hard to be sure from a picture. If You tap it with a metal object a sharp tink means it is rock, a dull tone means most likely a recent bone.
