These fossils are molds of crinoid stems.  This kind of preservation (where the actual fossils are dissolved away, leaving molds in the encasing dolomite) is typical of the Silurian rocks exposed in the general Chicago area and elsewhere in Illinois and adjacent states and up into southern Ontario.

That reminds me of a similar specimen I found when I was a kid. I carried it around for quite awhile and remember telling people it was a wasp bone! This was in west central Illinois. Funny to think about that now.

Haha, indeed if you look at it with an untrained eye it does look like some weird reptile/dino/oreodont skull :P
