Bandringa rayi or Bandringa herdinae?  Brand new to site - thanks in advance for any assistance here.

I don't see either, honestly. Unfortunately, this concretion looks extremely weathered and may not even be identifiable. To me it simply looks like a calcite covered blob (essexella jelly). 

 

Maybe a soak in vinegar and a scrub with a toothbrush will clean this up more to bring out any details.

phew, I'm not the only one who doesn't see a shark, thought I might be going crazy there for a second...

When in doubt clean it the best you can.

It may be worth soaking in white vinegar for several minutes, and then with an old tooth brush, or even an old rag or cloth, clean it off better.  Repeat process until the white calcite is removed.  If you soak it long enough it should come off.  If there's anything there identifiable that process will need to be competed in order to see it.  Good luck, and repost pics after you've competed the cleaning. We'd be happy to have another look.
