Chert? Attempted tool?

Thoughts? Found along a gravel bar in southern Minnesota

Chert, but it doesn't have the characteristics of tool making.  A couple of curious edges, but that could also be natural breakage due to ice or bumping into other rocks in the water.

Nice color in this specimen. I would say no, simply because I ask myself "could I find something better than this to get the job done?" and the answer is "yes, easily". There is so much material in Minnesota from which to fashion tools, that most early toolmakers would have probably not even bothered picking this piece up except maybe to fashion into an amulet or such, which obviously they didn't.
