Not sure, if it is something like that I would say 2, that top most portion is not a Fossil and I am really leaning towards this concretion not having any fossils- let’s see if other chime in like @fiddlehead .

So its another of nature's jokes?  You pop it open and a crab is giving you the finger.  The ultimate ancient insult.

Crustaceans especially can be quite crabby.
