Old Bone or not?

If it is indeed bone and not fossil the answer is yes, but radiocarbon dating is expensive.

It appears to be bone, as we can see the cortical (surface) and cancellous (internal) structures.
Testing for the presence of collagen should determine whether it is relatively modern. You can do this by holding a flame to it: if it smells like burnt hair, it is likely no more than a few centuries old.

If I interpret your pictures correctly, it resembles a skull fragment.

Essentially is this a fossil or a bone.

Much less costly if that's the question. :)
