Is this a Conus nigromaculatus?

Where was this found?  Your tag states Pennsylvania, but a modern tropical marine snail doesn't seem likely from that location.

It was actually in a framed box where it would hang on the wall , I have no Idea where it was found.

This also looks like a recent shell, rather than a fossil. :unsure: 

Possibly Conus spurius?
