Noooo, once well-trained, it would be enough to tell him "leg" and it would walk along, trying to "awkwardly fly for short distances", as the author says

I imagine you could train one,  but I also imagine eventually it might get mad and decide to kill you.  

I can train one of these "raptors" in a month or less.
