It looks to be a vert. of sorts, but what is in the middle of it? A piece of plastic or ?

Another view. Like I said it doesn't seen fossilized. I found an actual fossilized vert. Definitely a difference in toughness

To find out whether it's a fossil vert or not, I would suggest trying to do the flame test: approach a lighter (or a match) to the piece to try and burn it. If it really starts to smell bad, then it's modern (the bad smell is due to the collagen still remaining in the bone that is burning up). If pretty much nothing happens, then chances are big that it's a fossil! :) 

 

Otherwise, for ID, as Coco said, it would be good to have a few more pictures from different angles.
