Found on Presque Isle. What is it?

Welcome to TFF!

It looks like there are several fossils in Your rock, but it is to out of focus to tell much more.

If You can repost some better pictures You will get better results for IDs.

They look like internal and external mold fossils of brachiopods to me.

They would feel at home in the Chapman sandstone of Presque Isle, Maine. ;)

Especially considering it's actually a tape measure. :headscratch:

Agreed with the tentative ID above. Try taking some photos outside using the power of the sun's light to make for well-lit sharp images.

Looks like a lot of Paleozoic brachiopods.

Ah, yes! you've discovered the benefit of taking advantage of all of that solar radiation! You can see how much it improves the quality of the photos. Better photos = better identifications.
